The State Duma Approves Construction Waste Management Bill in First Reading
Regulation and management of construction waste will fall under regional authorities in Russia. As noted by State Duma deputy Ilya Volfson, the proposed legislation aims to bring greater transparency and fairness to the sector.The State Duma concluded that current legal norms are too vague, allowing unscrupulous operators to dump demolition, reconstruction, repair, and landscaping waste in ravines, forests, and ditches. This necessitates clear, nationwide standards that account for regional specifics.
If the bill is finally adopted, construction waste will no longer be classified as municipal solid waste (MSW) and will instead be governed by dedicated regulations. Regional authorities will gain powers to:
Approve waste classification lists
Set requirements for transportation, processing, recycling, and disposal
